    Mr. Gilbert F. Casellas, Chairman

    Mr. Casellas has a broad range of successful experiences at the highest levels of business, law and government. Before joining OMNITRU, he led Dell’s global corporate responsibility function. During the Clinton Administration, he was the General Counsel of the Air Force, Chairman of the Equal Employment Opportunity Commission, and Co-Chairman of the Census Monitoring Board. He has practiced with major law firms in Philadelphia and Washington, DC and for two years was president of an asset management firm with total assets under management of approximately $1B. He has been a member of the board of Prudential Financial, Inc. since 1998 and a trustee of the University of Pennsylvania since 1996. He also serves on advisory boards for Toyota North America and Comcast Corporation and on the board of directors of the Congressional Hispanic Caucus Institute. He received his BA from Yale and his J.D. from the University of Pennsylvania. He is also a member of the Council on Foreign Relations.

    Mr. Rigoberto Sáez-Ortiz (CAPT USN Ret.), President

    Mr. Sáez-Ortiz is a strategic thought leader in the defense and security industry, with particular expertise in developing and executing military and law enforcement programs focused on combating illicit trafficking. He is focused on developing technical programs that support the strategic policy of US and foreign government agencies and helps translate those requirements to the private sector. Mr. Sáez-Ortiz is a former U.S. Naval Officer with 26 years of service. He served as Commanding Officer of the USS Kauffman (FFG-59) and held staff assignments in the White House Office of Drug Control Policy, Office of the Secretary of Defense (Policy), Joint Staff Operations Directorate and the U.S. Naval Atlantic Fleet Air and Surface Commands. Mr. Sáez-Ortiz is a graduate of the US Naval Academy, B.S. Mechanical Engineering; Naval Post Graduate School, M.S. Electronic Engineering; Organization of American States, Inter-American Defense College; various U.S. Navy training programs; and was a qualified Navy Nuclear Propulsion Engineer.

    Dr. Downie is an international relations expert. For the past nine years, he served as the Director of the William J. Perry Center for Hemispheric Defense Studies, the Department of Defense’s regional security center for the Americas. At the Perry Center and during his distinguished military career, he was responsible for important dialogues with ministries of defense and cabinet-level national leaders regarding matters of strategic importance to the U.S. government. During his distinguished military career, Dr. Downie held a wide variety of command and staff positions, serving as an Infantryman and Foreign Area Officer, with positions at U.S. Army South, U.S. Southern Command, U.S. Joint Staff (Western Hemisphere Affairs), Defense & Army Attaché (Mexico) and was Commandant of the Western Hemisphere Institute for Security Cooperation. Dr. Downie holds numerous US and foreign awards and decorations. He is a graduate of the US Military Academy and holds an M.A. and Ph.D. in International Relations from the University of Southern California. He is also a member of the Council on Foreign Relations.

    Mr. Rigoberto (Quito) Sáez, Executive Vice President & General Counsel

    Mr. Sáez manages the operations of OMNITRU and works closely with its diverse portfolio of clients and partners to identify and capture growth opportunities in the US and international markets. Prior to founding OMNTRU, Mr. Sáez practiced law in the DC metro area, where he served as outside general counsel to a number of high-growth firms in the Defense & Aerospace and Technology, Media & Telecommunications sectors. Before entering the practice of law he worked as an analyst for a number of defense & security firms and served on two political staffs. Mr. Sáez received dual B.A. degrees in Public Policy and Political Science from St. Mary’s College and his J.D. from Penn State University, where he was recognized for outstanding achievement in both Comparative and Constitutional Law. In addition to his US based legal studies, he received legal training at a number of institutions in Europe and has also received advanced training in financial modeling and business valuations.
