Dr. Downie is an expert in international relations, particularly in the Latin America region. Prior to joining OMNITRU, he served as the Director of the William J. Perry Center for Hemispheric Defense Studies, the Department of Defense’s regional security center for the Americas, for nine years. Dr. Downie held a wide variety of command and staff positions in the U.S. military, serving as an Infantryman and Foreign Area Officer, with positions at U.S. Army South, U.S. Southern Command, U.S. Joint Staff (Western Hemisphere Affairs), Defense & Army Attaché (Mexico) and was Commandant of the Western Hemisphere Institute for Security Cooperation.
